In Sarajevo on April 2, 2008 Study has been delivered. On this occasion conference press was held and audience was addressed by Goran Granić, team leader, Slobodan Puhalac, minister of MOFTER BIH, Amer Jerlagić manager of Elektroprivreda BIH, Branislava Milekić, manager of ERS and Vlado Marić manager of Elektroprivreda HZHB.
Among the audience was also Marko Mantovanelli from head of the BIH WB office, Rajko Ubiparip from RS Ministry of economy, energy and development, Vahid Hećo from FBIH Ministry of energy, mining and industry and members of Study Steering Committee. |

Dana 02. 04. 2008. u Sarajevu, BiH, Studije je svečano isporučena uz konferenciju za novinare.
Prisutnima su se obratili i predstavili konačni izvještaj studije dr. sc. Goran Granić, voditelj tima za izradu studije, g. Slobodan Puhalac, ministar vanjske trgovine i ekonomskih odnosa BiH, g. Amer Jerlagić, generalni direktor Elektroprivrede BiH, gđa Branislava Milekić, generalni direktor Elektroprivrede RS i g. Vlado Marić, generalni direktor Elektroprivrede HZHB.
Svečanoj isporuci su prisustvovali i šef ureda Svjetske banke u Sarajevu g. Marko Mantovanelli, ministar privrede, energetike i razvoja Republike Srpske g. Rajko Ubiparip, ministar Federalnog ministarstva energije, rudarstva i industrije g. Vahid Hećo te članovi komisije za implementaciju ove Studije. |

Energy Institute Hrvoje Požar (Croatia) was leader of Consortium, constituted (beside EIHP) of Economics Institute (BiH), Mining Institute (BiH) and Soluziona (Spain) which has prepared Energy sector study in BIH”, i.e. study of energy sector development in Bosnia and Herzegovina till 2020. In accordance with the signed Contract, the consultants have prepared the final report in 17 books and one Summary book, in total 4,200 pages.
This was the first all-encompassing energy sector developmental study for BIH and it might serve as a good foundation for the drafting of strategies for the Entities and the State. Its results also might be helpful in the drafting of actions plans on all decision-making levels as well as for making business plans for different energy subjects. |

EIHP je bio voditelj Konzorcija (kojeg su osim EIHP-a sačinjavali Ekonomski institut iz Banjaluke (BiH), Rudarski Institut iz Tuzle (BiH) i trvtka Soluciona iz Madrida (Španjolska)) koji je izradio studiju razvoje energetskog sektora Bosne i Herzegovine do 2020.
U skladu s potpisanim Ugovorom konzultanti su priredili finalno izvješće (Final report) u 17 knjiga i jednom knjigom Sažetka, sve ukupno na oko 4200 stranica.
Ovo je prva sveobuhvatna razvojna studija energetskog sektora Bosne i Hercegovine koja može biti dobra podloga za izradu strategija kako na entitetskim razinama tako i na državnoj razini, a može poslužiti i kao podloga za izradu akcijskih planova te poslovnih planova različitih energetskih subjekata u BiH. |

The World Bank (WB) supported project in Bosnia and Herzegovina entitled “Energy Sector Study in BIH” is carried out by the Consortium of Energy Institute Hrvoje Požar (Croatia), Soluziona (Spain), Economists Institute (BiH) and Mining Institute (BiH) (hereinafter called the “Consultants”). After long time of tenders evaluation (from April till October 2006), the Energy Study Committee informed the Consultants that they were chosen to perform the Project. Negotiations were finished in October 2006, and the Contract was signed on 30 October 2006. According to the Contract, the Project started two weeks after contract signing date, on 13 November 2006. It is planned to be finished 12 months after Project commitment date, by 13 November 2007. Project objectives are:
- To review and synthesize the previous studies related to energy sector.
- Carry out new investigations of the energy sector.
- Report all findings.
- Make recommendations for reforming and strengthening the energy sector.
- Assist Bosnia and Herzegovina to establish national energy strategy.
According to Terms of Reference (ToR) the Project consists of 14 modules as follows: Module 1. Energy Reserves, Production, Consumption and Trade

Module 6. Power Sector Restructuring and Regulatory Framework

Module 9. District Heating
Module 10. Natural Gas
Module 11. Petroleum
Module 12. Demand Management, Energy Conservation and Renewable Energy
Module 13. Environment
Module 14. Investment Plan and Financing Options Although the modules in ToR were defined separately, and methodology and working plan from wining tender documentation were described for each module as unique entire, Consultants are aware that all modules are firmly connected, and that the results of one module have strong impact on the results of another ones. Consultants will give the greatest attention to the unification of approach in order to avoid separate planning of different energy sectors that would result in poor project output. The Consultants have found that the most important issue for successful project realization is close cooperation with domestic energy institutions and subjects, especially in data collection. Data availability and capability of the Consultants to collect them, as well as domestic energy institutions to provide them, will have the largest influence on the Project time schedule and quality of Project outputs. The Consultants recognized following important subjects in power sector:

(Power Utility of Croatian Community in Herceg-Bosna),
- Elektroprivreda Republike Srpske – EPC (Power Utility of the Republic of Srpska),
- Neovisni Operator Sistema NOS (Independent System Operator),
- Elektroprenos-Elektroprijenos Banja Luka (Transmission company of Bosnia and Herzegovina),
- Državna regulatorna komisija za električnu energiju – DERK (State Electricity Regulatory Commission),
- Regulatorna komisija za električnu energiju u Federaciji Bosne i Hercegovine – FERK (Regulatory Commission for Electricity in Federation of Bosnia and Herzegovina),
- Regulatorna komisija za električnu energiju Republike Srpske (Regulatory Commission for Electricity in Republic of Srpska),
- Distric heating companies (18 municipalities in Bosnia and Herzegovina have district heating facilities - Banja Luka, Prijedor, Celinac, Gradiska, Doboj, Bijeljina, Zvornik, Sokolac, Istocno Sarajevo, Pale, Derventa, Metal Brod, Sarajevo, Tuzla, Kakanj, Zenica, Breza, Tešanj),
- Natural gas companies (Gaspromet Pale, Sarajevogas Lukavica, BH Gas – Sarajevo, Sarajevogas – Sarajevo, Energoinvest Sarajevo).
- Rafinery Bosanski Brod,
- Oil companies.
The Consultants have been established and organized three offices in Bosnia and Herzegovina (Sarajevo, Tuzla, Banja Luka), with the main headquarter in Sarajevo (Energoinvest building, Hamdije Ćemerlića 2/V). Project execution, direct response and personal assistance are provided from these offices. A special web portal has been established in order to exchange information on the execution of the services, provide questions and answers forum as well as suggestions in implementation and improvement of the Project. |
