The purpose of the project is to establish the Electricity
Market Code and to define an adequate market environment
for the initial period of its operation. These
are only some of the activities which follow the opening
of the Croatian energy market.
The Electricity Market Law stipulates that it is the market
operator who has to elaborate the Market Code
for electricity. The Institute’s experts provided support
to the Croatian Independent System and Market
Operator (CRO ISMO) and, thus, participated in the
development of this document. In addition, substantial
consultations were held with the representatives
of various other stakeholders (Croatian Electric Utility
Company and its dependent companies, Croatian
Energy Regulatory Council, Ministry of the Economy,
Labour and Entrepreneurship).
A market model which is based on the existing energy
legislation was developed. It is based on bilateral
contracts for the sale and purchase of electricity
between endorsed subjects and on the market of balance
energy for covering deviations from contracted
schedules. It has been assessed that the above model
represents a good starting point for the opening of the
electricity market in the Republic of Croatia.
