Master Plan: Development of the Croatian
Electric Power Sector 2001 - 2020
The purpose of the Master Plan is to determine the need for construction of power
generation facilities in the Republic of Croatia in the period 2001 - 2020. In other
words, its scope is to plan the development of the electric power system in order
to satisfy growing demand and maintain security of supply.
The Electric Power Sector Master Plan of the Republic of Croatia has been developed
in 2001 as an extension of the electric power system’s long-term development
planning process. As the first study of its kind since the inauguration of
the new energy legislation, it incorporates new circumstances arising from its
implementation.
In these new circumstances, there is no longer a single company in a monopolistic
position in regard to all electric power services. Construction and ownership
of electric power plants become businesses pursued by companies which see
an opportunity for significant profit.
Uncertainty present in demand forecasting resulted in the development of three
electricity demand scenarios: a reference scenario, a higher demand scenario,
and a lower demand scenario. The scenarios differed in the level of state intervention
in the energy sector. Intervention concerns the level of government support
and promotion of energy efficiency and renewable energy sources.
Optimal plans for the construction of power plants and transmission and distribution
network facilities were elaborated on the basis of the conducted analyses.
