Master Plan: Development of District Heating
in the Republic of Croatia 2000 - 2005.
The main goal of the project is to optimise the district heating distribution system,
unbundle district heating from other energy activities and institute it as an
independent business.
The study describes the existing organisation and management structure of district
heating systems present in the cities of Zagreb, Osijek and Sisak. The following
were analysed: heat generation units; heat consumption; heat distribution systems;
heating substations; heat losses; age of the generation units; age of the
network and district heating substations.
The study presents the foreseen development of heat consumption and elaborates
a financial plan which contains all necessary measures which would ensure
that existing equipment is brought up to international standards. The application
of these measures would result in a reduction of energy losses.
In addition, future organisation of district heating systems and basic principles for
outsourcing auxiliary activities were elaborated on the basis of the Croatian Electric
Utility Company’s restructuring and privatisation programme. The study also contains
a business analysis which provides an assessment of the management companies’
financial stability and creditworthiness.
A Master Plan for the district heating sector was developed based on the conducted
analyses. It contains recommendations for future activities within the sector.
