The scope of the National Energy Programmes (NEP) is to create preconditions
for an increase in energy efficiency, the utilisation of renewable energy resources
and environmental protection. Acknowledging the need for an organised approach
to the future development of the energy sector, the Government of the Republic
of Croatia enacted the Decree on the Launch of the National Energy Programmes
of Energy Efficiency and the Use of Renewable Energy Sources in 1997.
Institutional prerequisites for the launch and management of the National Energy
Programmes required that Memorandums of Understanding on the Launch and
Management of the National Energy Programmes be signed between interested
parties. These include state administration and subjects operating within the energy
sector.
Energy Institute Hrvoje Požar, as a central research and scientific institution in
domestic energy system planning, was entrusted with the management of the
National Energy Programmes and the research project Planning and Development
of the Croatian Energy Sector (PROHES).
Initially there were ten National Energy Programmes. Two were added later for
the present total of twelve.
Initial results of the National Energy Programmes (in addition to the studies elaborated
under the framework of the PROHES project), made possible the completion
of the Draft Energy Sector Development Strategy of the Republic of Croatia
for the Ministry of the Economy of the Republic of Croatia. The strategy was fully
completed in 1998.
