The main goal of the Manual for Energy Management of Public Buildings is to analyse
and asses energy use in existing buildings. Based on this information, concrete
measures for increasing the efficient use of energy in the examined building
can be determined.
An analysis of energy use in public buildings is subdivided into the following phases:
data collection and processing according to precise guidelines; economic, environmental
and energy analyses based on collected data; selection of feasible energy
efficiency measures; elaboration of an implementation schedule for specific
energy efficiency measures; and the elaboration of accompanying documentation.
The manual is conceptualised in such a manner that it allows technically qualified
personnel in public buildings to relatively simply gather all necessary data on the
energy characteristics of their buildings. It is then up to the experts to determine
concrete energy efficiency measures on the basis of the collected data, and develop
an implementation plan which is founded on optimal energy and economic characteristics
of the determined measures.
