Development and Implementation of a Model
for Reassigning Energy Services in Public
Health Institutions in the Republic Of Croatia
Since it has been determined that Croatian hospitals utilise energy in a highly irrational
manner, this project attempts to elaborate modalities both for the application
of an ESCO model, and for outsourcing energy services from hospitals.
High energy costs and a low level of energy efficiency initiated the development of
an ESCO model for Croatian hospitals. Available information from developed countries
on positive experiences related to energy efficiency in hospitals provided an
additional impetus to the process. The intention was to separate energy from other
activities and introduce a system operator which would assume the responsibility
of supplying energy (through short-term or long-term supply). The operator would
also carry out interventions which would increase energy efficiency in hospitals. In
order to achieve the above, an ESCO model was developed. A preliminary analysis
of energy consumption in health-care institutions was carried out. In addition, an
assessment of energy demand and energy usage patterns within the Clinical Hospital
Centre Zagreb - location Rebro was performed, and both general and special conditions
for a tender aimed at outsourcing energy services were elaborated.
