Energy statistics and the development of energy balances represent the Department’s
traditional activities. These also include the elaboration of the annual
energy report Energy In Croatia and the analysis of energy flows in the form of
energy balances for individual regions, counties or cities.
Energy system development planning is an activity based on the Anglo-Saxon
school of Master Plan development. Its basis consists of methods and tools for
integral planning of energy demand and utilisation of available energy resources
and technologies. Its aim is to minimise costs and reduce environmental impact.
Methods and software packages developed at the Institute, in addition to internationally
renowned models, are used to elaborate plans. These tools are used
for planning on national, regional and local levels. The most renowned tools are
MAED, BALANCE, IMPACT, MARKAL, MESSAGE and others.
An original methodology for regional and local energy sector development planning
has been developed at the Institute. Its application has resulted in the elaboration
of energy plans for approximately ten regions within the last five years.
The methodology has been specially adapted for application in countries in transition
and developing countries.
The Department organises and implements all activities directed toward oil and
gas sectors. These activities are related to the production, transport, storage and
distribution of oil and gas. They include planning, organisational aspects of specific
activities, development of legislation and the provision of support to the Croatian
Energy Regulatory Council.
