The Department specialises in different areas of demand-side management and
local, renewable energy sources. The Department’s activities include research of
the potential for the utilisation of renewable energy sources and energy efficiency,
and associated economic and financial analyses; the development of an
inciting legislative environment; organisation and management of programmes
and pilot projects. Since the Department’s projects are executed at local level,
their social and economic feasibility is of utmost importance. Hence, special attention
is given to: promotion and education at all levels, the organisation of expert,
scientific and promotional conferences, and public opinion research.
A significant portion of the Department’s activities is related to concrete renewable
energy (biomass, wind and sun) and energy efficiency projects (in buildings,
industry, non-commercial services, public sector etc.). These are implemented in
cooperation with communities, cities and counties, ministries (Ministry of the
Economy, Labour and Entrepreneurship; Ministry of Science, Education and
Sports; Ministry of Environmental Protection, Physical Planning and Construction;
Ministry of the Sea, Tourism, Transport and Development; Ministry of Agriculture,
Forestry and Water Management) and other institutions (Faculty of Electrical,
Mechanical Engineering and Naval Architecture of the University of Split; the
University of Zagreb’s Faculty of Electrical Engineering and Computing, Faculty of
Mechanical Engineering and Naval Architecture, Faculty of Architecture, Faculty
of Agriculture, Faculty of Forestry; the State Hydrological and Meteorological
Service; Končar - Institute for Electrical Engineering; “Brodarski Institute” - institute
for marine research and special technologies; Civil Engineering Institute of
Croatia; HEP ESCO; EKONERG etc.). The Department also provides expert support
to the Croatian Energy Regulatory Council and participates in the activities of
the Environmental Protection and Energy Efficiency Fund.
Special attention is given to international cooperation, whereby membership in
the World Renewable Energy Network (WREN) and the European Wind Energy
Association (EWEA) need to be emphasized. In addition, participation in the work
of the Implementing Agreement on Bioenergy under the auspices of the International
Energy Agency (IEA), and in different workgroups within the European
Energy Network of the IEA is of significant relevance. The department actively
cooperates with different bodies and organisations of the United Nations and the
World Bank.
