The project defines a pricing system for the gas sector. Special attention is given
to each business segment (supply, transport, distribution and storage of gas).
The analysis encompassed eligible and tariff customers, their demand, prices and
business practices of the Croatian Oil and Gas Company (INA). Problems related
to the methodology for calculating tariffs have been identified. A framework has
been formulated for determining prices and tariff systems for natural gas supply,
transport, storage and distribution in Croatia. Each of these elements has been
elaborated in detail, and methods and models for determining and calculating tariffs
have been defined. Finally, a strategy for the regulation of tariff systems by
the Croatian Energy Regulatory Council has been defined.
