Preliminary Gas Supply Project for the County
of Zadar
The aim of this project is to develop energy background documentation, network
projects, provide an assessment of energy demand, and optimise technical and
economic aspects of the gas system. After that, a detailed economic and financial
analysis of the gas distribution company needs to be elaborated. It would
serve as a starting point for the development of a tender for gas distribution
throughout the county.
This research project implemented a methodology which determines energy
demand and economic feasibility of gas network development within Croatia’s
counties. This process has already been successfully implemented in the counties
of Istria, Split and Dalmatia, Karlovac, Sisak and Moslavina, Dubrovnik and
Neretva, Primorje and Gorski Kotar; and in the region of Baranja. When implemented
in the County of Zadar, the methodology was improved and new models
were developed for a quicker and more reliable development of preliminary projects
for gas networks. The project is implemented in four steps described below.
First, the change in energy demand is assessed for households, the service sector
and industry. The next step involves the elaboration of a preliminary project
for the development of the gas network. After that, investments into the construction
of main pipelines, measurement and regulation stations and the gas distribution
network are appraised. The fourth step involves an economic optimisation
of the gas distribution system. This optimisation has to take into consideration
oscillations in the dynamics of the connection of customers onto the gas system
and varying levels of gas prices. Finally, a detailed economic and financial
analysis of the gas distribution company for selected profit areas is conducted.
