One of the most important elements in regional electricity market development is regional transmission system planning. In that sense, nominated projects and respective analyses would have not only national, but regional evaluation. Accordingly, in the frame of South East Cooperation Iniciative (SECI) the rpoject started with the aim to promote regional cooperation in the fied of transmission system planning. This cooperation assumes development and usage of the same tools and methods in the planning process. This project is financially supported by US Agency for International Development (USAID).
As the project kick-off on 6-7 March 2001 the first orginizing meeting was held in Skopje, Macedonia. The meeting participants were representatives from Slovenia, Hungary, Croatia, Romania, Bulgaria, Greece, Turkey, Serbia and Montenegro, Albania and Macednia.
Project targets are defined as follows:
- purchasing of software package Power System Simulator (PSS/E) as the most developed tools for power system analysis and planning and respecting training courses
- forming of regional transmission planning working group for coordination of aims, methods and activities of regional transmission planning
- collection of all relevant technical data of national transmission systems and conversion into common regional PSS/E format for short - term and long - term planning
- steady - state and dynamic analyses of regional transmission system; reginoal bottleneck identification, evaluation of new candidate interconnection lines role in regional power system; evaluation of possible power exchange within the region as well as towards the rest of UCTE network; evaluation and solutions for reactive power compensation
