Energy Institute Hrvoje Požar (EIHP) is a National Participation Institution, nominated by Ministry of Economy, Labour and Entrepreneurship, responsible for implementation of the Regional UNECE Project “Financing Energy Efficiency Investments for Climate Change Mitigation”. The project is part of the broader UNECE project “Energy Efficiency 21 (EE21)”.
General objective of the project is to promote an investment climate in which self-sustaining energy efficiency and renewable energy projects can be identified, developed, financed and implemented by local teams in municipalities, factories and energy utilities. 12 countries are targeted: Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Kazakhstan, Republic of Moldova, Romania, Russian Federation, Serbia, the Former Yugoslav Republic of Macedonia and Ukraine.
Specific objectives could be defined as:
- Objective 1 is to identify and develop investment projects in the private and public sector at the local level: identify, develop, finance and implement demand side and supply side energy efficiency and renewable energy projects that meet environmental, health and institutional reform priorities.
- Objective 2 is to strengthen energy efficiency and renewable energy policies in the participating countries, assisting municipal authorities and national administrations to introduce economic, institutional and regulatory reforms needed to support investments in energy efficiency and renewable energy projects.
- Objective 3 is to promote opportunities for banks and commercial companies to invest in energy efficiency and renewable energy projects through development of new public private partnership investment funds or financing mechanisms.
In order to strengthen energy efficiency and renewable energy policies through a wide-ranging regional assessment, case studies, workshops and policy maker seminars, detailed regional analysis was performed on the main energy issues (e.g. key energy sector developments, policy, regulatory, administrative and institutional situation regarding RES and EE, degree of market opening) in the involved countries. The main results of the regional analysis are key information for the development of the Investment Fund, as well as instrument in stimulating new policy reforms needed for energy efficiency market formation in participating countries. The crucial activity of the project is establishment of a public private partnership Investment Fund, with the most suitable structure, in accordance with circumstances in the participating countries. Additionally, the project website and international communication network of energy efficiency managers in Eastern Europe were developed.
At the national level, main tasks during the year 2011, which will be done by EIHP, are preparation of the following:
- National Project Website or pages dedicated to the project on the existing website (FEEI project-Croatia),
- Indicative Project Pipeline Proposals means preparation of project pipeline summary for at least 20 potential projects and project identification forms for at least 5 project proposals,
- Organization of Training/Business Development Courses – identify and invite participants of the training courses based on analysis of submitted project identification forms; distribute information materials provided by Conning Asset Management Limited and trainers to selected participants and provide facilities to hold training courses.
